Let me uprate the ATM a bit. I was in line if about 10 people and it worked just fine for everyone. A bit below 1% withdrawal fee (35 mad for 4000 withdrawal). Super slow but works, anyway. Given lack of other options, it's ok.

Two people were in front of us. The ATM worked fine for them. As for us, it worked after the second try. When you insert an invalid amount, it’ll tell you that your card is defect. Try again. Just don’t insert weird numbers.

Works just fine, we got money from here several times. Do cover the keypad when entering your code (preferably bring a friend) and put your money safely away in front of you.
