The Cash ATM is indeed there. The pinpoint on the map is not correct. You have to walk a bit (maybe 20 meters) to the west. The ATM is right in front of the candy shop. There are 4 machines here and when I went there they were all working.
Very slow machines and you can only do one transaction per time. So in a rare case where you'd have to deposit AND withdraw money, it'll take you at least 3 min. Passersby can easily watch the screen and type in your code.
