Perfect place for a picnic with AMAZING views. Gets super crowded around sunset but otherwise fairly empty. You usually find a younger crowd on picnics or older solos/couples walking dogs or coming back from a walk on one of the nearby trails. Very dog friendly, a portion of it even has an off-leash dog area. Only parking available is parallel parking, along the road with the center of the park (it’s basically a giant oval of a hill surrounded by a loop of a road). Or in nearby neighborhood streets. However it’s pretty easy since the park is typically not that crowded. Only bathrooms are a couple of portapotties.
Council Crest is a location that I will swear by is best traveled to by bike. If you have the physical ability to go up a lot of hills and reach the top, it is such a gratifying experience to each the pinnacle and be met with these stunning views of Mt. St Helens and Mt. Hood. The cut out views to see towards the south side of SW Portland is just spectacular as well, with a couple of benches placed to let you take in the beauty. Council Crest is an absolutely beautiful park location, so beautiful in fact I've seen weddings take place here. Definitely a spot to check out!
8th time coming up here. Views all around especially on a sunny day. For amusement I like the echo when you stand in the middle of that concrete circle.. that part is cool. On this day I put my earbuds in and listened to Carlos Nakai the Native American flute artist.. sat on the bench for awhile and peacefully enjoyed hanging out.

Beautiful views of Mt Hood and Mt Adam's! I have yet to do any hiking in this particular park but it can be pretty crowded and difficult to find parking. My husband and I did witness a couple scoping out cars in the area most likely to steal. On our way back to our car we saw them lookin in our windows front and back and then they cirlced back shortly after we had passed by them and I can only assume they were coming back to try and break into our car because they didn't go anywhere to look at views or walk and returned in seconds. It was very sketchy so be aware.
I highly recommend parking on Terwilliger and hiking the trails up to this hilltop park. You'll experience the novelty of the sounds of the city fading away as you ascend the hillside switchbacks. Eventually you'll come out onto a road and it's a bit of an adventure to get to the park from there. Council crest is a perfect picnic park. The views of mount Hood, St Helens, and Adams are spectacular. There's plenty of fields and areas to sit down. There's also a pair of binoculars and a drinking fountain sculpture that never get old.
Beautiful place nestled in the SW suburbs of Portland. Trees have grown, so mountain views are only a historic memory. Generally quiet and peaceful, with typically about 10 people scattered throughout the large hilltop park. Hear your echo in 360. Visit the artistic water fountain. Popular place for cyclists to climb to and pass through. Fair amount of parallel parking. Graffiti needs to be removed from the water tower.

Absolutely beautiful place to spend some time in peace. You get a nice view of Mt Hood with a nice spot to just sit and soak it all in. There will be plenty of spots to park on the loop road by the side. Just go for a walk around the loop. The view are amazing. This is fairly a far view of Mt Hood but it's beautiful. You can also see a couple of other snow capped mountains. Definitely recommend this place if you are looking for a spot to chill with a view. The drive leading up to the park is also beautiful.

It's a good place to hang out with your partner or family or even with friends. There are couple of trails you can hike and you can also walk to washington park which is 1.2 miles. Most people visit here to have nice view of city from the top of a mountain located in middle of Portland. Only regret I have is we cannot have a perfect sunset view from that top. I hope you don't visit this place particularly for sunset because you may be disappointed. But it's a good place to spend 3hrs of your day !!
Perfect hiking place for a morning hike. Not very many people at the park early in the Morning. Didn’t get to see the sweeping views of the skyline or Mt Hood, unfortunately. But I’m sure it’s worth it when the sky clears. The trails are clearly marked and the paths easy to navigate. A little narrow in some areas. It was very interesting to see moss o trees- being from NY, you don’t get to see it as lush as it put in OR. Take some deep breaths and soak it all in.

I love this park! Clean, beautiful space where hikers, families, dog owners, etc can enjoy a great view of Portland. I've been several times and it has never been overcrowded! On the paved area, in the middle of the hill there is an echo point in the center. If you stand in the center and make noise, the sound will echo. It's a fun little trick to show visitors. There are also a couple portable outhouses available.
Top of the park in the middle of a big rock circle is a very small brass disc. If you stand on it and talk your voice echoes in your head like you are in an echo chamber.. very amazing, I don't know how it happens. Really cool experience. Very nice park but narrow road with narrow parking but very much worth the visit

This park and scenic spot is a beautiful and serene picture of Portland’s and it’s geographic wonders. Go in summertime at sunset and watch the sun go down in the Rose city, or during the day and take a hike, have a picnic and let the kids roam and explore. It feel like you are on top of the world. Be careful about parking near closing time, however, they are vigilant about ticketing cars.
Gorgeous park with beautiful views of the city, & breathtaking views of Mt. St. Helens, Mt. Hood (maybe Mt. Ranier in the distance? Not sure). Looking west towards the coast is great, too. Beautiful trees, especially one particular pine tree on the west side. I took an Uber up & hiked down via Marquam (sp?) Trail. No regrets. Definitely worth visiting, even if just for a short while.
One of my favorite spots in the whole of Portland. The views down to the city really give a great sense of scale and directionality to the whole city and the park itself is gorgeous. With hiking trails ALL OVER the whole bluff and even an echo point in the center, it’s a great spot for an afternoon or a whole day. I highly recommend putting a hammock up and just enjoying the views.

Might just be the best views from north going clockwise to west of the downtown area. Hillsdale is one of the best kept secrets hiding out next to Portland. I left a bike at the top, drove my truck down to the Chart House and hiked back to capture some sweet views. Idyllic homes in these neighborhoods with some awesome architecture. Enjoy the RIDE!
We did a group hike after work that started at the Zoo parking lot and ended at Council Crest Park. It was a 3.4 mile round trip hike with very minimal climb. There is a great view of all the nearby mountains - Mt. Hood, Mt. Adams, Mt. Rainier and Mt. St. Helens. . I can't recall the exact trail, but highly recommend checking this out.
This place has limited views. As pretty as they are there was a TON of people here and that made the quality of the experience not as good. Parking was limited and there seemed to be no bathrooms. I’d try visiting this area early so if you plan to picnic or enjoy the space with your loved ones you are able to find a good spot to do so.

Looks like a nice small park in a quiet neighborhood with some nice views. But I was there to get a broke down car and not to enjoy the park. Only real negative for me was trying to leave and having people walking on the loop road and not the sidewalk and didn't get out of the way. Which I find to be rude and inconsiderate of others.
What's not to love about a park with amazing views(weather permitting), an area for dogs to wonder and play, and plenty of trails to walk about? There's always people around this popular spot, but its pretty minimum on week days; a few passings on the trails, a couple families at the top for the views, with ample parking.
Catch a great 360--degree view from the best vantage point in the city. Parking is limited but you can park nearby or take a tram. Walking trails to Washington Park start here among the green lawn on the rolling hills, and benches and stone walls offer a place to test and reflect. Take a picnic lunch and a warm jacket.
Nice park with a big plot area I love going here during the winter snow it is the best place to go sledding in the neighborhood. Looks beautiful around may when cherry blossoms bloom great area for a picnic or just to take some photos and hang out. Not many things for kids to do so bring some toys or games for kiddos.
Such great views! View of the East shows Columbia and Willamette Rivers, some bridges and the Rockies, but the West shows hills and hills of trees before the horizon. Can't decide which side I like more! Lots of room to park your car, but also makes a good hike or bike ride up to the summit! Great place for a picnic!
Do you wanna see the scenic view of Portland? Go up there and enjoy! Parking is free but it is street parking. Note that the road to get there is narrow and curve. So I guess it would be quite difficult to drive like a big vehicle. When it is very clear and sunny, you can see all the great view of the rose city!
As an outsider this park wasn’t that entertaining for us. We couldn’t get a clear view even tho the park is so high up. There’s no restrooms but you do get a porta potty. Not much for a picnic area but plenty of clear grass to bring your own for a picnic. I feel like if your a local it’s a nice park to enjoy.
This is the most beautiful place near Portland metro area. You can drive all the way up and have a magnificent view of 4 snow covered mountains around...Mt hood, Mt Adams, Mt St Helens and Mt Rainier. The park is dog friendly. Also you can take your car upto the top or bike. All you need to have is clear sky.
This park is a great place to hang out with friends and family on a sunny day. You can see Mt Adams, Mt St Helens and Mt Hood from the park on one side, Portland skyline on one side and Hillsboro skyline on one side. This park is good to visit during the day as well as night, although the gates close at 7pm.
One of the most beautiful views of the city during a sunny day. You can hike here from Portland’s zoo using directions for 4T trail or just drive. St Helens and Hood are visible and so is Rainer, I believe. A large dog park and separate grassy area are available to run all of the energy out of you.
Great views! Unfenced off-leash dog park, lots of areas to have picnics. On a clear day you can see several mountains. There is an interesting stonewall circle, about 20 feet across. If you stand in the middle of it and speak loudly you can hear your own voice echoing!
Beautiful, convenient, perfect park with amazing views. It’s a little tricky and windy to get to but no big deal if you’ve driven in actual mountains before. Plus, you get to check out all the amazing houses in your way up. Definitely worth a stop- no hiking required.
This is one of my favorite spots in the city. It is also the highest point in the city and has AMAZING views. Some fun little hikes. Can get extremely cold and windy, but worth a visit. Bring your pups and your picnic and enjoy the beauty and views. You cant beat it.
There were tremendous views of Mt. Hood at sunrise, a few of Portland, and even a couple of people who let their dog run loose, or who like to walk through your shot when it is clear that you're taking pictures of the surroundings. But overall it was very pleasant.
Council Crest Park is a skyhigh cute park nestled in the Portland west hills. A few urban hiking trails cross it. The park has paved walkways, some seating and picnic tables, a drinking fountain, and no restrooms or playground. There is no car parking in the park.
Love this park! I've been coming here since I was a child. The views are great (although more obstructed over the years because of tree growth). Nice trails that lead to other trails in the city.

Great hiking in the nearby area leading up to the park. A very large hike from P.S.U. The views are great, lots of open grass space on top for a picnic or for playing frisbee. The water fountain actually does work and the water is perfectly drinkable.
You can see 4 mountains from here! Rainier, Helens, Adams, and Hood. There's also an off leash dog park, which is cool. The portable restroom was super gross. It was a holiday weekend though. This place is great for a quick stop adhd a few pictures.
Well any green space in the city is good I guess. Pretty okay I guess probably not the place to drink your sixer and smoke a treat after your ride to the top of the though... Some decent size trees that are pretty easy to get up and see the view
Wonderful views of the mountains and city! I came here the first time for the trail part of the 4T, where you take a tram, trolley, train, and trail to see different parts of the city. This was a great stop along the way with a restroom and
Randomly found this park on a drive with no destination. Was surprised how close it is to my home in beaverton. Arrived 30 minutes before sunset and the view was amazing just happened to go on a full moon too! it was quite the experience.
Cute place for picnic and a beautiful sunset view of the city (please excuse the low quality photo, I took it too fast). I love coming here with friends. I highly HIGHLY recommend bug spray, I get sooo many bites during the spring/summer.
So this has some unique views and nice grassy tree areas, but not much going on here for a park. Just know to bring your entertainment like a picnic or Frisbee. We didn't see a playground and bathroom was just a larger portapotty.
This place is so beautiful! The views are amazing! You can see Portland on one side and Beaverton on the other side. There's also a circle that you can stand in the middle and have some cool echo effects. This is a must visit!
Such a great park overlooking the city. On a clear day you can see four of the local mountains (Hood, St. Helens, Adams, and Rainier). There are nice woodsy trails leading up to the park as well. Certainly one of my favorites
On a clear day, take in the view of the mountains in the Cascade Range, and the Tualatin Valley. An outhouse has been added for the use of hikers, but permanent restroom (like that at the Hoyt Arboretum) should be added.
If you have never seen the sun set at council crest you are missing out. I have been going here since I can remember. The sunset is breath taking, closely followed by the most amazing view of the city of Portland lights.
Beautiful views of the mountains. The glorious history of the park name is literally etched in stone at the peak: a bunch of ministers and council members went up there to have a meeting in 1898... and they did. Epic.
If you want to fight god on a hill this is where to go. A giant radio tower and water tower could be used as cover as well cuz God is big. Lots of looking and self reflection. Good spot for bean pools too. …
Jeez, what a waste of elevation. Once upon a time there was a view, but somebody decided that the neighborhood trees were more important than the incredible views. You can have too many trees, people. Cut them down.

Great place to reflect on Portland history.. Very clean.. There was a small tree down on a lower trail.. Looked like it was there a good while.. Cleaned it up before leaving just for the safety of others.
Scenic neighborhood park. On clear days you can get views of Mt Hood and Mt Saint Helens and downtown Portland. Located at an elevation of 1073 feet, this is the highest park in Portland city limits.
Awesome views of the city of Portland. It's a nice, easy, quiet drive up to the lookout point. There's plenty of shade once up there to sit and relax and take in the mountain(s) and city below.
Great view! Don't forget to stand in the middle of the circular platform and start talking and you will hear her crazy Echo as every sound wave around the circle bounces back to you perfectly.
Very well maintained except for the graffiti. We went in the evening and the views were gorgeous even with low visibility due to clouds. I'm looking forward to going back in better weather.
One of my favorite parks I’ve ever visited. You can catch a view of five different mountains from the park! Beautiful sunset views as well! And there is ample parking around the park.

Hell of a uphill walk to get there lol but its a beautiful site or all downtown portand i think yu can see mt hood from there. Lots of space hiking trails theres a piano to play.

Amazing trails to run. Many switch backs on them and best suited for running or hiking. A solid workout to climb to the top; completely worth the view.

Love going up here to eat dinner and watch the sunset. They have 2-3 places that have the trees cleared up enough so that you can see the views.

My first time walking there I started at the marquam Nature Park beautiful walk all uphill but the hike to council Crest was well worth it
council crest is a magical place whether the view is clear or not. surrounded by peaks and wooded trails as well as grassy meadowscape.
They should really cut back some of the trees to improve the view. Going back to see what it's like when the trees drop their leaves.

The drive up is beautiful, but don't expect the 180 view. The trails are good, too.
